Council for the Advancement of Standards in Higher Education (CAS) Presentation

LeBleu-Burns explained that the CAS Standards have been around for decades and the most recent update was released in 2019. It consists of a consortium of 40 member organizations that is consensus-orientated that uses a collaborative approach.

The Learning Outcomes for the Presentation -
SSPBT members will be able to:

• Describe CAS and the CAS Standards
• Understand the difference between Standards and Guidelines
• Understand the relationship between learning domains/dimensions and program assessment
• Articulate how the CAS standards can be used for program self-assessment
  
  

Principles Underlying All CAS Standards include:

• Students and Their Environments
• Advocating for Diverse, Equitable, and Inclusive Communities
• Organization, Leadership, and Human Resources
• Ethical Considerations
• Learning-Conductive Structures, Resources, and Systems
  
  

Applications for CAS Standards include:

• Design new programs and services
• Focus time, energy, and resources
• Devise staff development
• Guide strategic planning
• Develop learning and development outcomes
• Measure program and service effectiveness
  
  

CAS also provides Self-Assessment Guides (SAGs) for multiple areas and outlines the steps for Program Reviews. LeBleu-Burns provided a sample timeline that begins on Dec. 15, 2020 and concludes on June 30, 2021. LeBleu-Burns mentioned one of the challenges we would have with this project is how thinly staffed we are in regards to the teams required to review the program reviews.

Comments and questions on the presentation:

• Avila was interested in how the SSLO’s work with the Program Reviews and with the new Guided Pathways. Avila confirmed that this year will be a comprehensive program review and the dates for this year have not been confirmed yet. She will provide that update when it’s available.
• Lee Tu said she has used CAS in the past for work and planning and it is a good tool to help define the mission, purpose, etc. of a program.
• Glapion asked when we would initiate this and what year would be assessed?
  • Mieso said we would follow what we have done in the past in regards to reviewing the year before for program reviews.
• Rafli requested some clarification on the program review team make-up and who would be choosing the groups.
  • LeBleu-Burns clarified that each team would include staff, faculty, a student, and a leader from a different area. This would give each review a wide range of perspectives.
  • The group members would probably be organized by the program head of each area to determine who is on each team.
• Mieso wanted to know if the CAS Standards would be parallel to the regular program review process.
  • LeBleu-Burns responded that it would be nice to be able to replace the current program review with CAS review process.
    
    

The full presentation, a sample section and a Counseling SAG will be posted for review.

Program & Member Updates

• Tran said DASB is making it a priority to diversify and are conducting outreach to students in the classroom, etc. Rafli said they are also pausing the rolling elections to correlate with the diversity taskforce so they have clear guidance on how to best proceed.
  • DASB is also hosting a townhall on November 20th from 4:00-6:00 pm and everyone is invited to attend. The link can be found on the De Anza Events Calendar.
    
    
• Glapion reported the Academic Senate had a call to action regarding Proposition 15 that at this time, appears not to have passed.
  • They have been focusing on an anti-racism pledge and a majority have voted yes on this resolution.
  • Discussion regarding the new AB 1640 general education regulation that was passed requiring Ethnic Studies starting Fall 2021 has begun.
  • A presentation of the part-time faculty candidates for IPBT took place as well.
    
    

• Kirkpatrick reported that ACE has not met since the last meeting but they did just finish their elections and all the results are in and De Anza has a new member.
  
  

• Balducci reported that Counselors are working with students on transfer applications and participated in a transfer panel hosted by Mentors@DeAnza that was held on Saturday, November 7th.
  
  
• LeBleu-Burns said the Flu Clinics are ongoing and EOPS is still accepting winter applications.
  • Psych Services is holding group sessions this week to give student’s an outlet for election stress.
